"It is a form of civil disobedience."Overall, more than 2,000 summonses were issued, but many weredismissed after homeowners decided to pay up. So far, only eightrequests for trials have been made.In 2008, the county set up eight trash collection districts inunincorporated areas, and after bids selected a hauler for eachdistrict.Subdivisions could opt out of the districts, but individualhouses could not.The monthly cost for basic service of curbside trash andrecyclable pickups and twice-a-year bulky item pickup ranges from$11.95 in District 3 in north-central county to $14.04 in District6 in Lemay.The districts generated vehement opposition, mainly in SouthCounty. She said she had liked her former hauler,American Eagle."It was a little bit cheaper and a lot nicer," she said.But facing the prospect of a trip to court, King changed hermind and joined the county's program.Jeff Hassler of Oakville said he took his trash to a Dumpster athis auto repair shop on Broadway in south St. Louis until illhealth forced him to sell the business.Why should he pay for trash service at home when the hauler hadnothing to collect? he asked. The pattern wassimilar in the second round of enforcement from last Octoberthrough December.The county issued 2,250 summonses in these rounds.The county counselor's office dismissed nearly 51 percent of thesummonses in the first round of enforcement and almost 46 percentin the second. In most cases, the dismissals came afterhouseholders complied with the ordinance, Redington said."Our goal has always been to get people into compliance ratherthan collect fines," she said.Redington said the districts have been a success. She noted that90 percent of the municipalities in the county use similar systemsto collect their trash. Residents there "do not think this is a bigdeal," she said.
