http://www.fashionsandalswomen.com | Paul Murphy Eyewitness NewsNEW ORLEANS -- One of only three main channels into the mouth of the Mississippi River is "enter at your own risk www.neweracapsoffer.com."Vessels travel through South Pass, Southwest Pass and Pass a Loutre to get into the river from the gulf along coastal Louisiana.Tuesday, the Coast Guard issued a notice to mariners that South Pass, which is used primarily by recreational boaters and shrimpers, is not safe to navigate.Silt from up north, brought down during this spring's high water, is now beginning to clog the pass."Specifically, there's been reported depths of 2 feet in the center of the channel and at the current depths as we speak it's just unsafe for any mariner to navigate that channel," said Coast Guard Chief Warrant Officer Gary Cavallo. The main shipping channel, Southwest Pass, is also taking on sediment Ralph Lauren Short Sleeved Polos."It's always an ongoing problem every year," said Cavallo. "It just seems that this year has increased significantly because of all that extra sediment. We're constantly chasing our tail this particular year."The Port of New Orleans is taking special precautions on Southwest Pass. Right now, ships that draft more than 43 feet of water can't enter the river. The normal project depth is 45 feet. "We have had a total of two ships divert and some have switched and offloaded to lighter vessels that have come in," said Port President and CEO Gary LaGrange.LaGrange said for every foot of water draft a ship loses, it costs the shipping company $1 million in reduced cargo www.fashionsandalswomen.com."That means right now at 43 feet, versus 45 feet every ship is losing $2 million dollars," said LaGrange. "Multiply that by 12,000 ships and that gives you an annual effect, which is pretty bad."The president of the New Orleans Baton Rouge Steamship Pilots Association Captain Michael Rooney is urging the Army Corps of Engineers to bring in more dredge boats cheap Ralph Lauren clothing."If you get one vessel that runs aground down in Southwest Pass and blocks the channel it shuts down the entire river," said Rooney.Rooney said shipping companies have good reason to be concerned about the sediment in the passes."A shipper is looking at that and they're trying to project down the road, where is this area going to be, by the time my vessel reaches there," said Rooney. "They might look at that and say I can't take that chance. I can't afford to send a vessel, 3000, 4000 miles and get there and not be able to get in."LaGrange said he plans to testify next week in Washington before a Congressional committee to help make the case for more dredging money."We finally returned to better than pre-Katrina numbers in the port," Ralph Lauren JRalph Laurenackets & Outerwear; said LaGrange abercrombie polo. "The last thing that we need is for a ship to detour to some other port and get in the habit of staying at that other port."The port and pilots' association wants Congress to tap into the Harbor Maintenance Trust Fund to pay the $90 million price tag for dredging the mouth of the Mississippi.Shipping companies pay into the fund every year, and the balance is now estimated at about $8 billion. http://www.neweracapsoffer.com | UNITED NATIONS (AP) — European nations seeking to increase pressure on President Bashar Assad's regime presented a revised resolution to the United Nations on Wednesday condemning Syria for its deadly crackdown on protesters.Britain, France, Germany and Portugal introduced the new text at a closed Security Council meeting in New York as Syrian troops and tanks made their way to the northern part of the country where soldiers reportedly have joined an anti-government uprising. Witnesses said they feared an attack was imminent.U.N. diplomats said the new draft, which has strong U.S. backing, is aimed at winning more support for the resolution in the U Ralph Lauren JRalph Laurenackets & Outerwear.N. Security Council and avoiding a Russian veto."We will be on the right side of history if and when this comes to a vote," said Susan Rice, the U.S. ambassador to the United Nations. "If others are unable to, or unwilling to, then that will be their responsibility to bear."Russia's U.N. Ambassador Vitaly Churkin reiterated that Moscow would not support the resolution on the grounds that it would not promote dialogue and help put an end to the violence."We are concerned it would have the opposite effect," Churkin said. While Russia doesn't support the draft, Churkin declined to say Wednesday whether Russia planned to veto the revised resolution.Britain's U.N. Ambassador Mark Lyall Grant said he hopes for a vote in the coming days. No one answered the phone late Wednesday at Syria's mission to the U.N.The resolution needs nine "yes" votes to be adopted by the 15-member council, and no veto by a permanent member — the U.S., Russia, China, Britain and France.Britain, France, Germany and Portugal circulated the original draft resolution on May 26, and diplomats said they have nine "yes" votes to adopt it, but they are hoping for additional support, possibly from South Africa and Brazil. The latest text, obtained late Wednesday by The Associated Press, demands an immediate end to the violence, condemns human rights abuses and calls on Syria to allow immediate access to international human rights monitors and humanitarian agencies and workers. The draft calls for political reforms that would allow "genuine political participation Christian Louboutin Flats," cheap Ralph Lauren clothing; and the release of all political prisoners. It also calls upon all countries to prevent the supply of arms to Syria and for the immediate lifting of restrictions on media. Syria severely restricts local media and has expelled foreign journalists from the country.Lyall Grant would not say how the new text differs from the original version."Our concern is that the country could fall into a civil war. We do think that the council has to act," said France's Ambassador to the U.N., Gerard Araud.U.S. State Department spokesman Mark Toner said Washington was trying to secure the backing of other members."Such a resolution will bring added pressure on Assad's regime and advance the international community's efforts to end the brutal repression on the Syrian people," Toner said www.northfaceparkasshop.com.One U.S. official, speaking on condition of anonymity to discuss internal planning, said the U.S. doesn't want to bring a resolution to a vote if it isn't going to prevail Gianmarco Lorenzi Shoes. The goal is to win the vote, not to embarrass obstructing countries, the official said. The sponsors believe Russia, China, India and Lebanon are very unlikely to support it, but the question is whether Russia, or possibly China, would cast a veto and kill it.Earlier Wednesday, British Prime Minister David Cameron spoke in London and warned: "if anyone votes against that resolution or tries to veto it, that should be on their conscience."Major Western powers have urged Assad's regime to halt the crackdown, enact reforms or step aside. Activists say more than 1 www.neweracapsoffer.com,300 Syrians, most of them civilians, have died since the start of the nationwide uprising 11 weeks ago.The resolution is separate from another effort to bring Syria before the Securit |

http://www.discountsandalssale.com | WASHINGTON (AP) — Osama bin Laden's death may temporarily decapitate al-Qaida, but the threat of terror attacks remains, and it could spike in coming days from individuals or small extremist groups inspired to take revenge for the killing, terror experts said Monday.Would-be successors to the terror leader pose a threat as they jostle for power and attention. And other jihadists inspired by the extremist messages may decide to act on their own — a threat that law enforcement officials say is much harder to detect and prevent."People who are angry at us will be more so," said Matthew Levitt, a counterterrorism and intelligence expert at the Washington Institute for Near East Studies. "They had attacks in the works last week, last month, today — and those things can still happen."While the terror threat to the U.S. erupting from the Sept. 11, 2001, attacks has been rooted in al-Qaida 2012 New Arrival, it has metastasized in recent years to spawn a broad range of affiliated groups operating out of Yemen, Somalia, Afghanistan and the Pakistan border region. And with the Internet as their tool Gianmarco Lorenzi Shoes, terror leaders have worked to inspire individuals around the globe to take up the fight and launch their own attacks on Main Street USA. Bin Laden's death, at the hands of U.S. special operations forces who stormed his private compound in Pakistan on Monday, may ignite simmering passions, and no one knows how or where the danger could surface next."The biggest threat in the coming days is the recently radicalized people, or people that have been thinking about participating and are part of this demographic of jihadists that do not bear formal membership to any group, that have not necessarily traveled to a training camp, but have been encouraged by groups like al-Qaida, al-Qaida in the Arabian Peninsula and others to conduct their own missions themselves," said Ben Venzke, director of IntelCenter, a Virginia-based company that studies terrorist groups and monitors their Internet messages.Law enforcement officials said Monday that they are seeing no specific, bin Laden-related threats at this point, but they issued a bulletin warning that homegrown extremists could use this as an excuse to launch an attack.Offsetting that, experts said, are the reverberations of the successful U.S Christian Louboutin Boots. operation.Extremists in the midst of attack plans, or looking to make a revenge strike, "are looking over their shoulders," said Levitt."They're assuming everything is penetrated, they're afraid of talking on the phone, they're afraid of using their couriers," he added. "It really shakes the tree in a very violent way." Christian Louboutins Flats; In the near term, Venzke and other experts say the attacks would likely be small and planned quickly by would-be jihadists. But history shows such ad hoc, individual attempts can as easily be deadly as they can be duds.At Fort Hood, Texas, a shooter reportedly inspired by al-Qaida-linked extremists gunned down 13 and wounded 32 more in November 2009 Cheap Yves Saint Laurent Shoes. And another man seeking to avenge the deaths of Muslims by U.S. forces shot and killed a soldier at a Little Rock, Ark., recruiting center in June 2009.Then there have been the near-misses: the attempted Times Square bombing a year ago, the plot to bomb New York subways and the failed effort to detonate mail bombs on cargo planes last October. The Homeland Security Department and FBI confirmed the retaliatory threat Sunday, issuing a bulletin to law enforcement around the country. The warning said bin Laden's death could inspire extremists to speed up their plans for attacks, and the threats could come from unidentified al-Qaida operatives in the country that could move forward with their own plots."Bin Laden's death may provide justification for radicalized individuals in the United States to rapidly mobilize for attacks here," the document said.Homeland Security Secretary Janet Napolitano said the government does not plan to raise the terror alert level in the U.S.For al-Qaida, the future is at best uncertain.Loyalists in Afghanistan, under increasing pressure from the U.S. and coalition forces, may decide now is the t |
