That would lessen thepossibility that allies and the Afghans would interpret the initialJuly move as an abandonment of the war, Gates said.He said it would make sense to begin reductions with supportforces such as those who constructed the buildings for the influxof new U.S. troops last year."I'd try to maximize my combat capability as long as thisprocess goes on," he said, referring to removal of the extra 30,000'surge" forces.
